Phil Alva

Phil began his law enforcement career in 2003 in southeast Arizona, bringing over 21 years of dedicated service to his community. He spent the last 17 years with the Pinal County Sheriff’s Office before retiring in September 2024. During his career, he served in a variety of roles, including Deputy, Field Training Deputy, Detective, Recruit Training Deputy, and SWAT Operator. With 17 years of experience in SWAT and tactical operations, Phil began his tactical service in 2006 as a Sniper with his first agency, later joining the Pinal Regional SWAT team in 2010. Over the years, he has served as a Sniper, Operator, Team Leader, and instructor across multiple areas of tactical operations, demonstrating both leadership and technical expertise. Phil has been an active member of the Arizona Tactical Officers Association (ATOA) since 2016, first serving as the Eastern Regional Representative. In 2022, he was elected to the Board of Directors as Treasurer of ATOA, a role in which he continues to serve today.
